FAULTY NCUI

Hi
I am new
would you please help me in this problem:
usually the good ncui wink as soon as power up so we could see the result of startup in hyper terminal.

today I have an NCUI board when I insert it in AP3700 IP this board will not WINK after power up Of AP3700 ip.
I would like tp know how to test the above mentioned ncui by hyper or other way.
