Fatal exception OE occurence

I get a blue screen when I shut down the pc with the following error message:
"A fatal exception OE has occured at 0167:BFFD9DFFF. The current application will be terminated."
I am not able to get out of the blue screen by tapping any key (as indicated ) or by using CTRL/ALT/DEL keys. I keep getting new errors on a blue screen.
The only way I can get out is by turning off power to pc.
This results in Scandisk scanning for errors each time I turn the pc on.
Does anyone have a solution for this? Thank you.
Does repairing Internet Explorer solve the problem?
 
Its possible you have a bad stick of RAM. Do you have any spares. Try swapping them out one at the time. There are also programs out there that can test your RAM. I don't have any at the moment. Well this is a start.
