fast buzy tone for wrong dialing 1

Previously we had an old telephone system where we setup numbers like 3123 four digits
we recently got installed CS1000 nortel system
with nortel we setup five digit numbers like 35555.
the problem is calls coming from outside are redirected to operator if someone dials a wrong number
mostly callers dial new area codes but old DN number

what i want is if a caller (out side system/city) dials he should listen a fast buzy tone instead of directed to operator

please help if this is possible

secondly if an outside caller dials an extension and extension do not pickups the call within 30 seconds it gets redirected to operator want to increase wait time or disable

You should be able to change all of this in RDR (call redirection) in the CDB
