Fast busy (sometimes) on NAT-Traversal phones

Got a weird problem- several of our users are using phones from their homes over NAT traversal, and sometimes they will see an incoming call but as soon as they pick it up, they hear a fast busy signal... any ideas why?

Forgot to note- our PBX is an SV8100 and the terminals are DT700
