Fast busy signal after dialing

I hope this is a simple fix or something I'm missing. IPO 406v2 3.2(59) installed T1 card switched to PRI now when calls are made I get what sounds like a fast repeated pulsing dialtone 10 times then the call goes thru normally. Am I missing some setting on the PRI I'm using the default "9" shortcodes.

No I noticed that on my latest switch, it seems to be the secondary dial tone in ARS.

You could set the dial delay to 0, and have 9N, N pointing directly at the PRA trunk group. this means 9 would give immediate access to the dial tone of the trunk not internal.
