Fast Busy can only be reset by removing T1 Main Cable and plugging back in

We have an MX200 that we are planning on replacing shortly as it is EOL EOS. As we are a cisco VOIP shop we have been waiting until we moved over to some new SIP trunks. Oddly the system is going into a State of Fast busy that can only be resolved by Physically disconnecting the T1 cable from the controller and plugging it back in. This resets the system. We have had several times as well when we have had to do a complete shutdown / restart. From our end we have fluke tested the CAT5, and verified the T1.

Ideas?
