False busys on NT8D09CA.

I am experiencing multiple card failures on NT8D09CA in CS1000 OP81C. I show TNs as UNEQ and when I program a DN on it I get NDT, the port still shows idle. After reseating the card it the shows BUSY and goes into lockout. This is occurring on multiple cards and multiple ports. I can move the trbl around by moving the cards, and it always clears when I replace with a spare.
Is any one aware of a Mfg problem associated with NT8D09CA?
I am concerned that I replace these things, send in for repair and some guy at the lab types in a magic reset code that clears all the ports.
