External Twining License needed

I have a IpO 500 V2 7.0 to use External Twining to a cell do I need an additional license? If so is it per extension user?

Yes you need licence.
Depending on how many extn you're going to twin, it might be a good idea to move the system up to R8.1 or higher

In R8.x, twinning is included for all extn.

Thank you. Do you know what the cost for an upgrade might be? Also, I need to add additional 5420's to this unit. It currently has the COOMBO card which has 6 sets, 2 analog and 4 CO lines. Do I need to add a daughter card another COMBO card or just another module just for digital stations? Also is this just plug and play or do I also need a license?

A upgrade to 8.1 or 9.0 costs just a little more as 2 Mobile worker licenses, you can't add anything to a combo card and digital sets are unlicensed.
If 6 DS ports is not enough then buy another combo card or a DS8 card ( a combo is way cheaper ).

I know what I pay for them, but that's a secret Less than $250, but your BP will give you that price.
For the extra phone, either Combo or DIGI8, but why not utilize the IP capabilities of your system.

You have a combo card with 10 VCM channels, so you would only need an Endpoint license, a decent IP phone and a PoE brick/switch.
I'd say that would be $500 cheaper.
