External transfer calls did not work

Hi all
we try to implemant this feature of external transfer calls within CS1000 R7 from IP Phone..

So we use PRI2 trunk and from IP Phone we try to call the first external custmer and transfer him to the second external user then hung up and the two externals users can now talking...

but when we configure :

LD 15
REQ CHG
TYPE NET
FTOP FTLY
....

LD 11
CLS FTTU
..

this operation did not work...!!!

any suggestions please
