External HP writer, has caused all kinds of problems.

I have a system thatI'm trying to install an external HP 8200 Writeable CD into it. The problem is that as soon as the system starts loading the Adapter drivers for the external writer, the system locks up. When I boot into safe mode(WINDOWS ME) the internal 40X CD is no longer accessable. I can see it in the device manager, but I can't seek to it. I've tried removing it from the device manager, so the system will re-install it on the next re-boot (This happens) but once again, once the system starts loading the Adapter driver the system locks up again. I can't find a way to have the system maintain BOTH the external writer and the internal 40x working correctly. Any ideas?
 
Ok. boot Windows (without the usb cable connected to the computer) after boot up into windows insert usb cable. it should then ask for the drivers. this is mainly how usb works.
 
I have had similar problems with an HP CD-RW 8200 USB on Windows 2000 Pro. As soon as I tried to install it (with the original HP installation CD) it killed the existing CD-ROM drive (Sony 52x). The drive still works fine in DOS, but W2K Pro cannot use it at all. In Device Manager it says: "This device is not working properly because Windows cannot load the drivers required for this device".

I have tried uninstalling both the Sony 52x and the HP 8200 USB to no avail. Can anyone help?
