External data toolbar appears undocked

We have an excel spreadsheet that pulls information from an access query. If we open the excel file it works fine. If we access the same file by clicking on a hyperlink the external data toolbar appears undocked on our spread sheet. Is there a way to keep that from happening? We will have multiple people using this, and many of them are not good with excel, something like that will confuse them.

In addition "Locking the Toolbars" does not seem to help in this situation.
