External Calls Are Louder Than Internal

I have a reservation agent who is at 5651. He also has a DID of 294-5651. Whenever he is connected "In House" you can hear him just fine, but when you call him on his DID he sounds faint and you have to struggle to hear him. The best way I can describe it is about 2 notches quieter if you were to hit the volume button on a 3900 set.
Simple logic tells me it's not the phone......so is the only other possibility the DID?
Any ideas?
 
Sounds like your using analogue lines. If so, is the LOSP, loss plan set up correctly in LD97. This will be specific to your market & main exchange service provider
 
also look at pdca pcml on your route, padding on your trunks
