external call fwd on 200 icp

I have been away from mitel for a few years ,can someone please refresh my memory on how to externally call forward a call on busy and na on a mitel 200 icp,went thru book and made sure all options are on,and programmed abb.dial entry,what am I missing,any help would be appreciated

COS option 208 in trunks and set
COS option 245 in set
system option 21 (form 4)

On newer 200 rel 3 and later make sure that in the pri trunk descriptor QSIG Supplementary Services are are disabled it is on by default. with this enabled you will not be able to forward.
