External call forward with MICS and 2 PRI

We have a MICS 5.0 XC customer with 2 PRI's (today pri-1 has 18 channels and pri-2 has 6 channels, soon to be upgraded to 10). Calls work fine incoming to the did target lines and outgoing is fine. We have allowed allow redirect and externally call forward the telephone to 9xxx-xxxx. Internally calls are forwarded ok, but when you call into the did we get the redirect beep, then the outgoing channel is seized and we get a burst of ringback. Then both channels drop on the pri. Incoming dids are hitting pri1 and our outgoing are using pri2 first choice. Both pris are programmed for seperate d-channels ,using DMS-100 protocol, connected to an Allstream(AT&T) co.
I have tried busying out pri2 to force all calls to pri1 and still the same. Conference calls work fine, and transferred calls work fine, just ext cfwd calls do not work.
Allstream has RLT programmed on the pri, and this feature actually is not supported on the Norstar (afaik). We have another system MICS 5.0 XC in the same room with the same provider and one pri, and the ext cfwd works fine.
Any thoughts on this one guys?

and allow redirect on the set that will use ext fwd.

As it turned out Allstream mysteriously found a problem with the programming of the pri's and it is working now. I am going to try and find out what programming was changed. We also changed the protocol to DMS100 in order to support outgoing name display, it was not supported on the NI-2 protocol.
