2000IPS with a CCIS that is droping sometimes
How do you get external alerts on the PBX? Is there a way to notify you?
I can set it to the phones and I can monitor the IP address. But how do I monitor the minor or major alarms?

CMD EA2 allows alarms to be set up to output either MJ or MN to an external device. The first AMP cable on the First PIM, last two leads equate to MJ or MN alarm output. The IS manual or Maintenance manual has greater detail.

Can you send a call to a Cell phone or Voicemail?

As far as alarms go, your options are SNMP, or an external monitoring device such as critical i, or a gordon kapes unit. Critical i is a monitoring service, and a gordon kapes unit can be set up to call a number.
