extension ring

when there an incoming call the automated attendant direct a call to an extension. Since there no one to answer the phone how do we set it to ring 3 time and direct the caller to the voice mail?

Dial *710 plus 4/5/2/3 (4-no answer 5-Busy/No answer 2-All Calls 3-Busy) plus VM Ext plus #

Does ONLY the Auto ATTENTAND service energise the ''Incomplete call handling for busy''.???
