Extension in use msg

Everytime I reboot my IP Office 406v2 all of my 56xx series IP phones display "extension in use" on them and I have to hit # a few times and unregister the user to get it to work. Is there a way to fix this so that The phones will come up and I will not have to go to each one and hit # a few times? I also have this problem if I just power off one phone and turn it back on. SO it is not limited to the phone system restarting.

Anyone have an idea on how to stop this from happening?

Turn off "auto create Extn" in the gatekeeper tab of the system properties.
