Extender Flashing Bell Symbol

I got a call from someone who has an extender unit on their phone. They say next to each line there is a flashing bell. They have tried to unplug the phone and plug it back in, but it still has the flashing bell symbol. Does anyone know what that is?

On the extender units, the flashing phone appears when you press the button. It lets you know that the button is in programming mode. If you press the button, the flashing phone should disappear. Picking up the handset sometimes works, too.

I think the port is on the fritz or something. I checked the phone in person and all of the phone symbols are flashing quickly and there is no dial tone on the phone. Also, it says Jan 1st at 12:00
