I have the Ericsson MD110 system, I have a problem with Ext when contacting this Ext to get a busy tone.
When remove cable and connected again it works for a while, but go busy again after the call termination.
Activenew, you are correct with BPOS so from your BLFDP you can identify the boards to be deblocked and use that instead of individual EQU.
It would of course be best to identify the issue which causes the blocking after a power cut.
Some blocking bits are reload data so that if a DUSYI is performed with boards blocked, even if they are subsequently deblocked a data reload will restore the blocking. However in your case the blocking bit pattern is unusual. Do you have any special patches in ELP6 or DCP?
This is not my job. The technical person has resigned. Now I manage the system until they are hiring someone else and my knowledge is not enough. So I want your help to find real reason caused this problem. Without your help i cant do this.

As noted today new something when call internally from Ext to another Ext If do not respond, it continues ringing non-stop. Sometimes the transfer me to answer machine
I know from your other post that the date on REL2 was due to a mistake with the date on the system and is not really 10 years old. The system will reload from REL1 (as it is the newest) after a power outage. If REL1 does not have the configuration you require, get the sytem to a condition you are happy with i.e. with no blocked boards and with extensions with the correct category, then do a DUSYI. This will overwrite REL2 with a more recent dump.
For the near future; get a more reliable mains power source and get replacement batteries.
In my experience, repeated power cycling will shorten the life of hardware on your sytem so you might face a more serious problem in the future if you fail to address the battery issue.

could you also please check why ext ringing for long time without stop , and my ext1119 when not answer the call it transfer the call to answer machine.
It seems that ext 1119 has "diversion on no reply" active. You can check this with SUDIPIR=1119; then compare with an extension which is not diverting to voice mail.
One last thing, before, when call internally between the EXTs if there is no reply after 7 ringtones I hear this message (to leave a message press 1 to ended call press4..... etc.) .now do not heard anything just ringing non-stop.
