Exporting To Tape not happnin

Hi,
i have a panasonic camera and have made a video. when i got to export the screen flickers then the task bar dissapers, and then when i go a head and click the box to record device, then record. the screen goes blank on my pc and on my cam the record light goes on but nothing comes on screen. the screen does tend to flicker a little.

i have up dated quick time tried numerous settings numerous times i have re-installed premiere 5 times,
i have tryed everything!!. well what i can think of.

PLEASE HELP!!!!

Are you living in Europe? Seems that majority of DV camera's don't allow taping from PC.
