explorer, internet explorer, control panel hijacked 1

When I try to invoke explorer, internet explorer or control panel, I get msg 'The module was compiled with a trial version of Delphi. The trial period has expired'.

Anyone experience anything like this? I tried re-installing IE 6 but it won't let me since I'm already at that level. Tried to deintall but control panel won't let me in.
