Explorer does not work Netscape does

I have one account on a windows 2000 PC that IE does not work (goes right straight to "Do I want to send message to MS" and restart IE).
IE works on the other 3 accounts on this pc and netscape works on this account.

Error Log message:

iexplore.exe, 6.0.2800.1106, shell32.dll, 5.0.3900.6922, 0001e131.

I've run Norton AV, CW-Shredder, ad-aware, and spy-bot s&d

Tried LSPFix, IE_fix.cmd and Winsockfix and reinstalled IE
and updated all critical fixes

Still at the same spot.

Any Ideas what to try next?
 
My next step was to delete cookies then to turn off third party browser extensions...neither fixed the problem....

Found a couple of registry fix files and combined and shrank them to update only HKcurrent user IE setting......Fixed the problem...here is the resultant file.

Have you tried making a new user and then copying the problemed user's documents and setting files into the new user? Since the other 3 users work fine it sounds like there is a problem within the account itself. I know this is not a fix but a possible work around.
