expired user id

i'm having problem trying to reinstall a user with expired id. i took the id to the mail server to be recertified, however i got the message that the id were certified but it couldn't be updated to the address book. i ignored the message, so then i proceeded with the reinstall. now, when i try to reinstall notes on the workstation i get an error message saying that i'm not authorized to setup notes.
has anyone encountered this problem?
i'm using lotus v4.6(the id is north american version).

I think the ID needs to be re-certified, the public address book updated, and the ACL updated to include appropriate rights to the mail file in accordance with system policy in your company?

prior to reinstalling notes i did recertified the id(this is where my problem is right now) and i made sure that the user is in the acl. but as far as updating the public address book, whats the best way to do it?
and if after all of these task above fail, what else can i perform?

i figured out the problem, the users' name were changed and what i was using was the old name. therefore i encountered problem with authorization(permission). once i changed to the name that i assumed it was using i was able to finish notes setup. note to self: this is a good review!
