EXMerge trouble-why won't it work?

Moving mailboxes from 5.5 to 2000. When I run EXMerge, the mailboxes copy over but won't import into 2000. Error:

Error encountered reading list of recipients. Verify the Microsoft Exchange Organization and Site Names Entered. Make sure you have Admin permissions on the Private Information Store.

I've checked everything I can think of. I'm logged in as Administrator, and I've made that account god for the users, mailboxes, everything. I've rebooted, logged out, etc. Just can't get it to go. I've checked the mailbox aliases, like Microsoft says, and that's right. I'm just at a loss.

Administrator doesn't have full permissions by default. See Microsoft Knowledge Base Article - 273642. It helped when my exmerge didn't run properly.
