EXCHANGE Urgent HELP NEEDED!

My emails to some domains get bounced since my exchange server can not find the recipient server. When I check the MX records for the recipient I see that the the lower number MX record is not working but the higher number MX record server is responding. but it seems like my server times out on the lower MX and does not deliver without trying the secondary mail server. Does anyone know what in exchange prevents it from trying the second MX record if the 1st one is down.

I found the reason for this problem. The exchange was using an old DNS server in its own configuration rather than the hosts win2k server. Once I updated the DNS server in Exchange problems went away.
