Where can I get this Exchange Server version of the Active Directory Users and Computers snap-in?

From the exchange cd.

Run the Exchange Server setup, but when you get to the point where you select which options are to be installed choose to only install the Tools. That will give you the version of ADU&C that you're looking for as well as Exchange System Manager.

Then install all of the service packs that are already installed on your Exchange server.
