I'm using Outlook XP. I'm getting the Exchange Server is unavailable error when trying to open Outlook. The server is online. I can ping it and remotely connect to it. Any ideas?
Have you tried re-creating your mail profile? If server is online, you can ping it and connect remotely then it would suggest client side issue.
Is Outlook set to 'work offline'? I know that sounds a bit obvious but it happens?

You can ping the server that the Exchange Server is on but are the mail services running on Exchange server or have they crashed? Crashed mail services prevent connection to Exchange but they don't prevent pinging the server.
Crashed services would also prevent users from using e-mail correct? We aren't having any issues sending and receiving emails.
I have narrowed it down to a server problem I think though. I reinstalled XP on the computer and still can't create a mail profile. I tried a second computer and am getting the same errors.
I see nothing in the server event log, so I kinda suspect an mail service has hung, despite still being able to send/receive e-mails.
It depends what service(s) is crashed as to whether or not your e-mail would be prevented from being sent and/or received. You didn't mention that your users could still send/receive e-mail in your original post.
How are you're users sending/receiving e-mail if they can't connect to the exchange server through Outlook? OWA?
