Where is he creating the accounts from? His desktop? If so, he needs the Exchange management tools installed.

In order to mail enable a user, you need to have at least exchange view only admin permissions. From within the ESM, delegate the appropriate permissions. (Exchange view only admin gives them list and view permissions. Without them they can't see the storage groups)
