Our system is running fine, but we would like to create a distribution list available to all memebers. Where can we do this?
 
Click on Recipients. Select File, and New Distribution List in the Exchange Administrator. Pretty self explanitory from that point onwards.

The online help with the administrator should be able to help you from there.

do you mean you want the list to be viewable in the GAL by all members, or do you want everyone to be a member of the list? In any case, from exchange administrator, just go to FILE - NEW DISTRIBUTION LIST and fill in the blanks...
 
Well, right now we don't even have a GAL...
 
Actually, every Exchange server has a GAL - you can't get rid of it, as it's an integral part of the directory store. I suggest you get a copy of 'Exchange Server 5.5 Unleashed', which is published by SAMS. It's an excellent reference, especially for beginners.
