Exchange e-mail size settings are not taking affect

I am unsuccessfully trying to set up e-mail size limits in Exchange. My current settings are:

Global Settings>Message Delivery:
Sending Message size: 7000KB
Receiving Message size: 7000KB

Defualt virtual SMTP server
Limit message size to: 40000KB

User Exchange settings>Delivery Restrictions
Sending Message size: 15000KB
Receiving Message size: 15000KB

Yet I am unable to send or receive any messages over 7MB.


There is one thing which is a bit odd about my configuration which that I have 2 SMTP virtual servers. One which is active and the other which is called old and is not started. I have tried to delete this one but I do not have the option to delete it.

Can anyone please help.

If I understand this post correctly.

Your size GLOBAL LIMIT is 7MB. So this means that you cannot send or receive anything larger than 7MB. These are your ceiling limits. Global overrides User

Please ignore my last comment, Global overrides User is not correct. I does override Global settings

Is the problem happening when mail is sent internally, externally or both?

The problem occurs on external mail only.

Neglected to mention before that I am running Small Business Server 2000 (including Exchange 2000)

I can't see any limit restrictions on the firewall, besides it is not so much the case that e-mails of a certain size will not be sent regardless of the Exchange settings. If I was too increase the Global limit then I can send larger e-mails. It is just that the User settings do not override the Global settings.
