Exchange 2007 GAL missing Users

Recently gone live with a new Exchange 2007 setup with approximately 150 users. Most users use OWA to access their mail both internally and externally. A problem has arisen where by if a user wants to create a new message and selects the To look up box they get the default GAL displayed for them to select a recipient, unfortunately I seem to be missing 28 users with surnames from H to N off the list. Most of the users were all created at the same time using the wizard. I have checked for differences between the users displayed in the list and those not, in both AD and the EMS on the exchange server but cannot see any major differences to cause the problem.

Any suggestions would be grateful as I've used the Train Signal training DVD to setup the system which is excellent by the way but does not really cover the error side of things in detail. Kind of running out of ideas.
 
If you type in their full name and use check names, what error do you get?

Look at event log on server for errors.

Look at which GC you are using and look for system event errors on that server.

If you type in their name and do look up hey presto it recognises the user fine, it just does not display in the list to be picked. Did notice an error and a warning in the event log which related to GAL. Sorted the error by recreating a mailbox for a user. The warning refers to Source MSExchangeSA Category OAL Gen and Event ID 9327 with a description of "OALGen skipped some entries in the offline address list '\Global Address List'. To see which entries are affected, event logging for OAL Generator must be set to at least medium." Have set the event logging for MSExchangeSA OAL Generator in the powershell console to high and the warning has gone but the degree of detail still does not point me to why I'm missing 28 user names.
The GC I'm using is the default one as I have not created any additional ones, shouldn't require any more for this role.

Whats even more quirky is that by re-adding a mailbox with a surname starting with V the cutoff point by which the GAL does not display is now + 1 i.e one more user that wasn't previously displayed is now visible. With one dropping off the bottom of the not displayed list.

Apologies if I seem to be rambling bit of a strange error to describe.
 
Only 1 GC? You need a second for resilience.

Check you are on the latest Exchange rollup after SP1 then restart.

Regenerate the address book by going to Recipients -> Offline Address Lists, right-click on the address list affected and select Regenerate.

Then check the application event log.
 
Checked and Rollup 5 not installed.

Have regenerated the address book on numorous occasions with no joy, but will try again once the rollup is applied.

Event log says that the address book has been updated fine with no errors.
 
Are you only using 2007 or do you have any legacy 2003 mailboxes?
