Exchange 2007 & ADC authentication when DC is down

Windows 2008 64 bit SP2 Active directory
Exchange 2007 SP1 CCR Cluster
4 servers in the exchange organisation

Primary datacenter
*CAS & HUB installed on single server (CAS-HUB01)
*Mailbox Installed (Mailbox01, Active)
*Domain Controller (DC)

Disaster Site
*CAS & HUB, installed on single server (CAS-HUB02)
*Mailbox Installed (Mailbox02, Pasive)
*Additional Domain Controller (ADC)
*The ADC has the GC role added


When the primary datacenter Datacenter goes down & DC is not available, the Mailbox02 becomes Active, users are not able to login/authenticate to the exchange.
(we did not notice this for windows authentication as users get logged in to the workstations with cached credentials)


what are the possible reasons for the same?
 
Just throwing it out there, but is the Disaster site DC a global catalog?

Yes the ADC at DR site is a GC. its been mentioned in the setup info.....have done a lot of google, but everyone points at GC.
 
we have a total of 3 DCs and all 3 have GC role
