Exchange 2003 - confirming mass emails are actually sent

Hi

I administer a Exchange 2003 system. A staff member wants to send a mass email to 600 people (a mixture of internal and external).

Which area of the Exchange 2003 system will confirm that the mass email is within the limits for Exchange to send all the emails out?

Also, what is the best method for confirming that these emails have actually been sent?

That's a good way to get yourself blacklisted. Other than that, all you can do is confirm through message tracking that it left the SMTP gateway. What happens on the internet says on the internet.
