Exchange 2003 & ADMT V3

While using Exchange 2003, SP2 Enterprise, I am converting users to another forest (single domain in both forests) using ADMT V3. The user accounts in the target domain are linked to the source domain Exchange Server, using SID histories.

Groups, users & computer accts migrate correctly (respective order). I have discovered that with EACH user acct, I have to manually grant the target user account explicit permissions to the source mailbox and associating the external account. If I don't, the Outlook 2003 client receives NDR stating "you do not have permission to send the message on behalf of the specified user."

I have found vb scripts that automatically associate the external account with SELF. However, I have discovered this still doesn't allow the user account in the target domain to send outbound mail.

We have >300 user accounts that will need to be migrated. Is this normal to have to manually grant permissions for the target user account while using the Active Directory Migration Tool V3?
