Does anyone know of an Excel formula I could use to calculate a range of IPs given an subnet ID and a subnet mask?

no... but there are free programs which do this for you..

such as SolarWinds Subnet Calculator.

Yeah....those I have...but I am looking for a formula that I can put right in excel that would do it.

How about a program that runs thru javascript.
You can subnet based on number of subnets needed, or number of hosts needed per subnet.
