Excel Pivot Table: New Values are out of sequence

I have a list of department numbers. I have a pivot table where the dropdown menu/pivot function is based on the department number.

After making the original pivot table, I went back to my department and added a new one to the list.

I refreshed my pivot table. Now the new department number appears at the bottom of the drop-down list, instead of in numerical order. How can I get the table to put the values back in order (or, in other words, make sure the new values get put in the correct order to begin with)??

Note: My department table is sorted correctly in numerical order.
 
- Drag the Department Numbers dropdown onto the actual pivot table
- Single Click on any of the Department Numbers
- Use the sort buttons on the toolbar to sort the items
- Drag Department Numbers back off of the pivot table to where ever the dropdown was before
