Excel % Calulation

I have a simple excel workbook.

I have a % input box which is working fine.

The calculation lets you type in a % and then it takes that % and * it by 25% this is all working fine.

Now the tricky part. What I want it to do is anything above 120% I want it to take the first 3% and continue to X it by 25% and then the rest I want it to just dump to a cell and tell me what that % is.

For Example I type in 130% so it takes 123% and X it by 25% and then tells me in another cell I have 7% left over. I can then do a cal on this 7%.

Isn't it as simple as =IF(A2>120, A2-123,"")

Im sure its simple but I cant get it.

Here it is

E3 is a %

If over 123%

F3 should show difference, so if I type in 124% F3 should show 1%
 
Have you tried =IF(E3>120, E3-123,"") in cell F3?

Yes, the calc seems right but I do not have any output, the cell is blank
