Ex Controller doesn't reset. Hardware Issues??

Hello, I have a brand new EX controller, and this is the first time I’ve encountered this issue. It’s brand new out of the box, but when I power it on, ETH1, ETH3, and ETH4 stay steadily lit, as if frozen. I tried to reset it, but with no luck. The Ethernet ports are not working, and the power LED doesn’t indicate that it’s on either. We’ve changed the power cords, but the issue persists.
Has anyone else encountered this issue? I think it might be hardware-related.
