event viewer security log

After rebuilding a server with Windows 2000/SP4 I cannot access the security log in the event viewer. This is the error message that I receive - Unable to complete the operation on "Security Log". A required privelege is not held by the client.

I have tried stopping the event viewer, deleting the log file and restarting the event viewer service with no change.

Searching Google and Microsofts KB I have been unable to find a resolution.

Anyone else experienced this error?

Have you enabled auditing on the server?

I have verified that the auditing is turned on and that the log file does increase in size.
