Event 1053 trying to stop any service

One of my Windows 2000 SP4 servers gives me an event 1053 each time I try and stop a service. Then it hangs on "stopping". It doesn't matter what service, any of them hang. Of course, event 1053 is soon generic I have no further details to go by. Any thoughts out there?

Update: It also hangs if I simply try and change the startup type as well.

No, I know what event 1053 is. It's very generic. If I received more information off what was happening I would have posted that information too.
