ESA and TON:NATL issue on D-channel message

I have an Opt 61C Rls 3. Customer wants to use ESA because of the OSN capability, however, when I turn ESA on, and send the call out Route 0 (Windstream PRI), the TON: is NATL and Windstream wants to see LOCL. The first thing that came to mind was CTYP on DMI tables, however, on RLS 3, ESA is not sending the call out an RLI, its directly accessing the trunk and dialing 911. I tried NATL NO in the Route Data Block to no effect.

When they dial 8911 (to go out through BARS), I can manipulate the DMI and make the call LOCL without an issue. (as long as I turn LTER to no, that is)

With ESA turned on - user dials 911 (no access code)
