Error when making change to Que Holding key

The way this is programmed is you create the key and then assign it to the agent group
To change it you must delete it from the queue group, delete all existing instances and then start over

deleting it form the queue group meaning deleting the entire Que Holding key on the phone? If yes, I did try doing that and I got the same error.
or do I have to delete the Agents Path and Skill group then delete the Que Holding Key?

Reassign Alert in Agent Group
