Error stop sign on public, exadmin, & exchange virtual folders

I was in the process of migrating exchange 2000 to exchange 2003 using a new server when i got to the step to configure exchange 2003 to host public folders and other roles and I received an error ID No. 80040e19. went to microsoft and was reading their article on it when i began to check the tcp port and noticed that the virutal folders public, exchange and exadmin have a red stop sign on it with error in the middle. All the users can acces thier e-mail but I cannot continue with the migration. Has anyone come accross something similiar or does anyone have any ideas on how to resolve this issue.

I was able to correct this issue with microsoft support document 325920. Now I have every mailbox moved over but my MS 2000 Pro clients cannot connect to the exchange server after I turn off the exchange 2000 computer. Yet my XP Pro client can.

Any one have any suggestions?
