Error Ora-12560: TNS: protocol adapter error 1

Hi

I just installed ORacle 9i database 9.2.0.1.0 on one of the client PCs in college. I tried to run sql plus and I got the first prompt screen.I entered the following

User name: scott
password: tiger
host string:

and I got the following message

SQL *plus : Release 9.2.0.1.0 - Production on Wed Apr 30 21:23:35 2003
Copyright (c) 1982, 2002 Oracle Corporation. All rights reserved

Error Ora-12560: TNS: protocol adapter error

And then it prompted me for the username and password again !!

and I typed

User name: scott
password: tiger
host string:

And I got:
Error Ora-12560: TNS: protocol adapter error


And then it prompted me for the username and password again !!
and I typed

User name: scott
password: tiger
host string:

and exit !!

Pls help, what should I do to access sql ??

This message indicates that there is a problem at the protocol adapter level. That is, SQL*Net and the Interchange are functioning correctly, but there is something wrong with the protocol adapter that underlies them.

Check that the network connection between the client computer and the server has not failed. From the client try pinging the server.

See if tnsping <alias> works. If it doesn't work that it is something with the tnsnames.ora setup.You can find three files - tnsnames.ora, listener.ora and sqlnet.ora at the ...\network\admin directory.
