Error opening Order Entry Module Under Windows XP 1

One of my clients has moved from a win 98 machine to a windows xp machine and i've found that i'm now getting a 'too many files open' when in the order entry module. specifically when try to add an invoice. I'm using AccPac Plus 6.5 for DOS. Any assistance would be appreciated.

in 98 you had to set files=250 in config.sys...don't know offhand where the equivalent would be in XP

set 'files=250' in 'config.nt' found in the system32 directory

I entered "Files=250" in config.nt. It didn't work. Any more ideas people. Thank you
