Error opening APPWIZ.CPL in control Panel

I just made some changes to a Win 98 PC. Basic cleanup stuff removeing Temp files, Temp internet files and then updated critical windows updates. Now I am trying to remove some old programs and when I try to click on add/remove programs I get the following error "Error Occurred while windows was working with the control panel file C:\windows\system\appwiz.cpl" I have recoved the file from the win98 cd and renamed the old and replaced with the new file but still get the same error message with the new file. Anyone have this problem?
 
Type scanreg /restore from the DOS prompt,
and press enter. Select a registry backup made
within the last five days, just before the problem
appeared.

Also, try extracting a new copy of Appwiz.cpl
from your Windows 98 CAB files, in the Win98
directory of your Windows 98 CD, using system
file checker. Type sfc in the run dialog, and press
OK. Choose the second option, type in Appwiz.cpl
and press start.

Save the file into C:\Windows\System, press OK,
and wait for the confirmation message.

Reboot your computer, and try accessing the
control panel, again.

Run the Registry Editor (REGEDIT.EXE).
Open HKEY_LOCAL_MACHINE\ SOFTWARE\ Microsoft
\ Windows\ CurrentVersion\ Uninstall, and remove any
unwanted keys under "Uninstall. Always make a complete
registry backup, first, by typing scanregw /backup in the
run dialog, and pressing OK.

There is an issue about long filenames causing problems
in displaying all installed programs in the Add/Remove
listing. This may have had more serious consequences,
in your case.

I ran scanreg and restored the last days registry. It caused some problems so I reloaded win98 on top of the orig install and still have the problem. Any other ideas?

Sorry that that didnt work, can you have a bash at this.
If this doesnt work it may be time to think about reinstalling the OS.
Try the repair options in TweakUI
part of the powertoys set from MS first downloadable from here.

Windows 98 has a system file checker,read how to use this option or,
You could have a corrupt control panel icon
Use find to get a list of cpls and then double click
on each in turn and if one or more causes trouble
then replace it from your windows Cdrom or if it's been added by a 3rd party
device un-install and re-install the card/device's software.
Win98 as the ability to view and extract cab files built in.
Extract a fresh copy from your Windows 95/98 CAB files.
Win 98 can read the can files,but for pre-win98.
Install TweakUI from the powertoys
set and then the Cab viewer by right clicking on the
cabview.inf and installing.
You can then use an *ADVANCED* find,not normal
find,to look for the cpl you need off the win95
Cdrom and then right click on it and you will
have an extract option,so extract to the windows/system
folder. desk.cpl is named deskw95.cpl on
the windows 98 CD.

What version of IE are you using?
What version of Java..I'm thinking you deleted the 4 .cab files that are usually found in the Downloaded Program Files folder for the scripting needed for the win32 CLASS. mainly the Win32ie4.cab

Open a MS DOS prompt BOX in Windows and type
jview
it'll tell ya what version of MS VM if it's installed.
If it says "'jview' is not recognized as an internal or external command, operable program or batch file."
then type
java -version

See if that Win32ie4.cab exists in
C:\Windows\Downloaded Program Files and/or
C:\Windows\Java

Make sure you have "show all files' ticked in folder options > view tab
and untick "hide ext for known file types"

My IE does not show a version should be 6.0
as far as Jview it shows 5.00.3810 and I cannot find win32ie4.cab
 
I think I will fix the easy way Format and reinstall.

Versions of IE after 5.x don't need these .cab's, that's why I asked cause you said you re-installed it over itself and I thought maybe the default (orig) version of IE got installed.

BTW is that Java 5.00.3810 an MS version and is that Sys 98 SE or FE

Try this and see if it'll open add/remove
Go Start>Run
rundll32.exe shell32.dll,Control_RunDLL appwiz.cpl

Just in case you havent formatted and reinstalled yet, thered be no harm in trying these:

The Windows 2000 Add/Remove Programs applet does NOT open?
Also Try uninstalling IE:

I went ahead with the format and reinstall all is working correctly now. Thanks for al the help
