What is the state of play on your machine at the moment, are you left with IE6 as a working browser?
I notice that one of the errors involved mentioned hmmapi.dll.mui and Error = 00000005, this error sometimes indicates an access permissions type of problem. Have you tried disabling your security type programs (any security suites, antivirus, antispyware, spybot S+D, etc.) which may be preventing access by the installer to file or registry locations?
Are you fully up to date with all Windows Updates?
Have you tried running Disk Cleanup to clean up your drive of temp files etc. After two failed attempts your drive might be in need of a defrag too.
Try running ChkDsk to check your drive for errors. Right-click your Drive icon/ Properties/ Tools/ Error Checking. Select both boxes.
Taking ownership and changing the file and folder permissions on C:\Program Files\Internet Explorer, C:\Program Files\Internet Explorer\en-US, C:\Program Files\Internet Explorer\PLUGINS\RichFX resolved the problem for me

What you might like to do is temporarily disable every nonessential program running on your machine (including virus scanners and other security type programs) and see if you are able to install IE7?
