Error New install VS.net 2003 No WEB server running 1

I am tring to create a ASP.net app in VB.net and get this error.
Visual Studio.NET cannot create or open the application becasue no web server was detected at thsi URL:

http://localhost/Webapplication1'.

Make sure the Web server is installed and running.

There is an post here but no one answered it.
Can't find a definitive result anywhere.

this is on 2 brand new machines with brand new installs from a 2004 MSDN subscription CD

You probably need to install IIS (Internet Information Services) - the webserver that is integrated with Windows.
