Error message when trying to activate smarticons

I am on release r5 5.03 and when I try to activate the smarticons I get a message<br>&quot;Cannot execute the specified command&quot;<br>This is also happening on some of our other users. I have tried to run with a backedup user.id file and this has not helped.
