Error message INF install failure?

This sounds like an issue I used to see with My Briefcase and Application Excluding policies.
Check your policy to see if there is a Run Only Allowed list.
Try using Filemon from to find out exactly what is being denied (warning, don't use Filemon in a live environment with lots of users logged in!).

Does the error message happen when Internet Explorer is setting itself up? If so you need to go into install mode and run the the file msie40.cmd located in %SystemRoot%\Appliaction Compatibility Scripts\Install
